Phillip Tracy Douglas "Phil", 78, of Falling Waters, WV, passed away peacefully at the Palliative Care unit of the VA Hospital in Martinsburg, WV on July 17, 2025, following a long battle with dementia, surrounded by his loving wife and daughter.

He was born on February 17, 1947, in Whitley County, KY to the late Arthur Cecil and Laura Jeanette (Hamil) Douglas.

He graduated from Patapsco High School in 1965. He then worked for Bethlehem Steel. He was drafted into the U.S. Army and served in Vietnam from 1967-1969.

He later worked for the Baltimore County Police Department as a detective then for the Internal Revenue Service.

Phil enjoyed fishing and made his own fishing rods and lures. He enjoyed telling stories and talking to all he would meet. He loved playing cards, going to dinner with friends, and reconnecting with his fellow veterans at their military reunions. He was proud to have been a member of the 31st Engineer Combat Battalion of the 20th Engineer Brigade. He loved spending time with his wife, daughter, and granddaughter. He enjoyed spending time out on the water and working on cars.

He is survived by his wife of 40 years, Karen (Kramer), daughter, Stephanie Warrenfeltz of Hagerstown, MD, his granddaughter, Addison Warrenfeltz, and his two cats, Sunny and Gunny. He is also survived by his sister Elsie Osborne of Bristol, VA and Jennie Siler (Ray) of Little Creek, South Carolina, along with numerous nieces and nephews.

In addition to his parents, he is predeceased by his brother, Art Douglas.

The family will receive family and friends on Friday, July 25th from 2-4 pm and 6-8 pm at Witzke Family Funeral Home, 4112 Old Columbia Pike Ellicott City, MD 21043. The funeral service will be held at Witzke Family Funeral Home on Saturday, July 26th at 11 am, following by internment at Crestlawn Memorial Gardens, 2150 Mount View Rd, Marriottsville, MD 21104.

Phil was a wonderful person who will be missed dearly by many. The family would like to extend heartfelt thanks to all the staff at the V.A. Hospital in Martinsburg, especially those on the Palliative Care Unit as they assisted Phil during his journey with dementia.
