I had the honor of serving as the Commander of the Garrett High School AFJROTC unit under Col. Waters for the 1986-1987 school year. I have so many fond memories from Drill Competitions to ROTC Balls with Col. Waters and Sgt. Williams. I learned a great deal about leadership from his example.
