Thomas West Carr Jr. CHARLESTON - Thomas West Carr Jr., 59, former Fire Chief of Charleston, died Wednesday, April 24, 2013, at home with friends and family in Charleston, SC. He had fought a long battle with Multiple System Atrophy (MSA). Born in Charleston SC, Tom began his public safety career as an 18-year-old volunteer paramedic with the Bethesda-Chevy Chase Maryland Rescue Squad, and later became one of the first career firefighter/paramedics in Montgomery County. He rose through the ranks to become the first operational Fire Chief in 2004. After a nationwide search he was chosen to transform the Charleston Fire Department into a modern service as its new Fire Chief. He was known as a strong, compassionate leader, who was especially concerned with the well being of firefighters and their families. He responded in a leadership role to several hurricanes, the earthquake in Armenia in 1988, the Oklahoma City bombing in 1995, and the Pentagon attack on September 11, 2001. Tom is survived by his wife, Anne Bryson Carr; his son, Thomas West Carr, III; his daughter, Amy Maria Carr; his father, Thomas West Carr; his mother, Haskell Grimball Carr; his brother, Arthur Grimball Carr (Elizabeth); his sister, Sara Gatewood Karaus (Dene); his four nephews and nieces; his aunt, Jane Grimball Greely; his uncle, Henry Montgomery Carr, Jr.; his aunt, Suzanne Jones Carr; his many cousins, and two beloved dogs. The family will receive friends Sunday, April 28th, 5 to 7 pm, at Stuhr's West Ashley Chapel, 3360 Glenn McConnell Parkway, West Ashley. The memorial service will be held on Monday, April 29th at 2 pm, St. Michael's Church, Charleston. Interment will follow at Magnolia Cemetery. Also immediately following the service there will be a celebration of Tom's life, held at the Maritime Center, 10 Wharfside St.. Mr. and Mrs. Carr, Sr I want to say how very, very sorry I was to learn of Tom's passing. I worked at Harker Prep (so I have known him a long time)
I so remember one time we had to call an ambulance for Col. Kieffer and Tom was on the crew and he we so calm and kept telling Col. he was going to be ok - and that immediately put us at ease. He was always one of my favorite students and I have followed his career closely and was so proud of his many accomplishments. My heartfelt sympathy goes out to you and Art, Amy and his kids. I know his passing will leave a big void in many many lives. I am proud of have known him and his family.

I'm so sorry to learn of Tom's passing, as I was when I learned he was moving out of Maryland. In addition to being a great Fire Chief he was a caring individual who put other's needs ahead of his own, and was therefore a great parent and neighbor. Ann, West, and Amy, may the love of God, friends and family carry you through your grief.

Though we may not be there to pay tribute to Chief Carr, I want to send condolences to his family and loved ones - wow - those are many! I will never forget his kind words when he visited with us at Roper during Richard's illness. One look at his kind face and caring soul touched me beyond words. He will be dearly missed and never forgotten. Our thoughts and prayers are with you.

It was my distinct honor and privledge to have served with Chief Tom Carr during my time in the MCFRS. I shall always cherish the memories from the fireground, the committees on which we served and fire commission meetings. Tom was an inspiratioon and voice of reason in trying situations. Most of the Chiefs that I knew were empowered to be loud spoken; demanding; rule by iron fist; do as I say not as I do; they demanded respect. What is respect? How do we get respect? Who deserves respect? Chief Carr would say the actions you take would gain you respect.
Chief Tommy Carr was a soft spoken, open minded, never demanding, and never ruled by an iron fist. He always was caring and supportive. You learn more from your mistake when you are not always in fear. You would remember more when the information was passed around. He would often say “I'm here to serve you guys; I'm here to get what you need to get your jobs done safely” I want everyone to go home in the morning when they get off shift! I'm your biggest cheer-leader at the game rooting for you guys at the fire.
