Reuben Greenberg Obituary

Reuben Morris Greenberg, IV CHARLESTON - Reuben Morris Greenberg, IV, 71, of Charleston, SC, died Wednesday, September 24, 2014. His funeral service will be held Sunday, September 28, 2014 in Synagogue Emanu-El at 3:00 p.m. Interment, Mount Pleasant Memorial Gardens. Arrangements by J. HENRY STUHR INC., DOWNTOWN CHAPEL. Reuben Greenberg, IV was born June 24, 1943 in Houston, TX, son of Clarence Green and Willie Mae Johnson Green. His father was a Russian immigrant and his mother was African-American. Reuben became an Ashkenazi Jew after he converted to his father's religion of Judaism at the age of 26. Reuben was a member of Synagogue Emanu-El and was a veteran of the United States Coast Guard. He held a Bachelor of Arts degree in Social Anthropology from San Francisco State University and Master's degrees of Public Administration and City Planning, both from the University of California, Berkeley, attained in 1969 and 1975. He was also a graduate of the FBI Academy. Reuben taught as an Assistant Professor at the University of North Carolina at Chapel Hill and Florida International University. During his career in law enforcement, he served as the Undersheriff of the Chatham County Sheriff's Department in Savannah, GA, as a major with Savannah's city police department, as Chief of Police at Opa-locka, FL, and as Chief Deputy Sheriff of Orange County, FL. In 1982, he moved from his position as the Deputy Director of the Florida Department of Law Enforcement to serve as Chief of Police in Charleston, SC until his retirement in 2005. Chief Greenberg was a well respected criminologist who was invested in improving the Charleston community. He added a K-9 bomb and drug unit, a harbor patrol, and a crime lab to the police department and was committed to remaining accessible to the public. He was known for the department's presence on Charleston streets whether it was on foot, on bicycles, on horseback or sometimes even on roller skates. His leadership was instrumental during the aftermath of Hurricane Hugo in 1989. Chief Greenberg is remembered for his combative policing tactics and for his charismatic personality; his legacy will live on in the Holy City for years to come. Chief Greenberg received the Justice Professional of the Year Award in 1991 from the Southern Criminal Justice Foundation, the Foundation for Improvement of Justice 1989 Achievement Award and the Free Spirit Award from the Freedom Forum in 1994 for distinguished success in fighting crime. He worked with Arthur Gordon, a consulting editor of Guideposts, to author "Let's Take Back Our Streets" in 1989, a book about how he strived to take back the streets of Charleston from criminals and what he thought other law officers could do to accomplish the same. He is survived by his wife of 33 years, Sarah Horne Greenberg of Charleston, SC; two sisters, Carolyn Jones and Sharon Callaway (James); and two brothers, Herbert W. First met Chief Greenberg when he came to Savannah GA as a Major. Our first meeting was a bit stressful as we where dealing with an armed robber and Major Greenberg who was off duty and in his jogging outfit decided to help. Unfortunately that was our first meeting and since no one knew who he was he was promptly detained until the situation was under control. He was very understanding about the mix-up and became a highly respect SPD Official. We will always remember him and send prayers to family and friend. May he rest in peace.

Chief Greenberg, was a leader, a friend and my chief for many years, even after his retirement in 2005, we remained close. He was the best and brightest chief in the country. He was an exceptional leader who taught police departments in the US and various countries around the world. He was highly educated and pushed his department to seek higher education. I will miss the conversations , travel and trips we took as friends and workers. He brought integrity to Charleston and respect to law enforcement. I was the new police chief at the College of Charleston 1998-2000 and Chief Greenberg provided outstanding assistance to our police department related to communications and cooperation with street patrols. Without his assistance and cooperation we would have lost valuable time in establishing our communications office. He accepted and respected our police officers and provided us the opportunity to learn. I am eternally grateful for his support.

I often ran into the Chief on my walking tours - seems like he was everywhere in Charleston - with is great smile and wonderful greetings to my tour guest, making them feel at home and asking them where they were from and how the like his city and it was his city - we couldn't had the city we have without him!

Charleston is a fortunate town to have had a Police Chief by the name of Reuben Greenberg working when Hurricane Hugo paid us a visit, as he and his force did a great job maintaining law and order. On a much smaller note, I'll never forget the first day I dropped my kids off at Springfield Elementary School when I came across a uniformed Charleston Police officer directing traffic on Hwy 61. I told my wife later that I saw Chief Greenberg directing traffic on Hwy 61 near the school and she said "oh yeah, he does it all the time". He ran the CPD and he took the time to direct traffic!? I'd say he gave 110% to his city and to his job and May he rest in peace. Job well done Chief!

This man was one of the most decent and nicest person I had ever met when I worked in law enforcement in Savannah, Georgia. He was always even handed and so gracious. "Earth has no sorrow that heaven can not heal." My heartfelt condolences I extend to the Greenberg family. One very fond memory I have of Chief Reuben Greenberg occurred when he visited Huguley's in Ashley Plaza Mall. I thought I had recognized him but I wasn't certain. I told him that he looked just like the Chief of Police. Upon leaving the store he handed me his business card, which confirmed that he was indeed the Chief of Police. When I looked up he was gone!
