Shirley Ann (Orr) Carter was born on September 18, 1935 to James and Eva Orr in Bay City, Texas and passed away on January 3, 2022 in Huntsville, Texas. She attended high school in Sweeny, Texas and graduated in 1953.
Shirley married Bob Carter on May 28th, 1955 and was married for 61 years. Most of her professional career was spent as an office manager first for Pfeffer & Sons Rice Mills and then for Hubbell and Son Food Products. She earned the admiration of her work colleagues while managing a household and raising three kids. While in Houston she was very active in the Kempwood Civic Club as a board member and organized numerous social events and activities. She also loved fishing and water skiing at the house they built on the Colorado River in Matagorda named the “Carter-Key Clan.”
Shirley and Bob retired to their vacation home on the north end of Lake Livingston in 1988, where they were surrounded by their friends in Carolina Cove. True to form, Shirley quickly became involved with the Thomas Lake Volunteer Fire Department where she served in several leadership positions over the years. In 2003 Shirley was a founding member of the "Ladies of the Lake" Red Hat Society and relished her title of “Queen Bee.” Shirley and Bob enjoyed many vacations driving throughout the United States and Canada with a number of friends from Carolina Cove.
Shirley was preceded in death by her husband Bob Carter and son Gary Carter. She is survived by daughter Cindy Wood (Paul) and Doug Carter (Stacey); 6 grandsons; and 6 great-grandchildren. Shirley's siblings include Mary Walker (deceased), Peggy Galyean, Laura Long (Don), and Tommy Orr (Susan).
A service will be held at 10 a.m. on Friday, January 7, 2022, at the Riverside Baptist Church located at 2359 FM 980E, Huntsville, TX 77320. Following the service, the church will serve lunch. Later the same day, a graveside service and burial will be held at 3:30 p.m. at the Sweeny Cemetery in Sweeny, Texas.
Pallbearers will be her six grandsons: Jeff Prescott, Michael Prescott, Brian Carter, Clint Carter, Ty Carter, and Kyle Carter.

Mrs. Shirley Carter attended services faithfully at Creekside every Sunday. She was one of our most faithful. What a blessing she was to those around her. We will miss her kind words and beautiful smiles. Love and prayers to her family.
